Call to order
Meeting called to order at 7:03 pm via Zoom.
 
In attendance: Chair, John LeGloahec, Supervisors Robin Kaye and Joseph Pruden.
                         Staff: Town Clerk - TC Hegeman.
 
Approved of minutes from the September 2 meeting.
 
Recap of Non-Citizen Voting Public Hearing.
 
Approved minutes from the September 16, 2020 Community Forum.
 
Approved minutes from September 30 meeting (conference call) that was attended by the Board of Elections supervisors.
 
They discussed the following four items:
 
  1. J. LeGloahec contacted Skip Cornbrooks, the Town Attorney regarding the proposed charter amendments and he agreed to help with drafts and the language.
  1. R. Kaye how the town would implement non-citizen voter statue. She will draft language to send to other municipalities that have implemented non-citizen voting. Joseph will draft language for local municipalities regarding who have implemented a voting by mail system. Mr. Cornbrooks will be in touch with additional contacts from municipalities that have implemented non-citizen voting as well as municipalities that have voting by mail.
  1. J. LeGloahec will reach out to Rockville and Frostburg to see how mail in voting is working.
  1. J. Pruden is in touch with county regarding semi-permanent ballot boxes.
J. Pruden
Ballot Box - discussed what he learned and is waiting to hear back from the county.
Mail-in Ballot – has contact info for MML and State Board of Elections, will gather more information before sending anything out. Will send draft to Board of Election members first.
 
R. Kaye
Letter – drafting letter to send to other municipalities about safeguards for voter lists; will send draft to Board of Election members first before sending out.
 
J. Pruden asked a question regarding the required language to vote. Is that in the Code or something that we would formulate?
 
J. LeGloahec I believe that the Charter has to be amended and then the Code where it discusses what you have to do to be a registered voter.
 
Next meeting is October 21. We will present to Mayor and Council at the next Worksession on October 22.
