  1. Welcome 
  • Aimee Olivo welcomed Planning Board members, Councilmember Bryner, and meeting participants
 
  1. Administrative Items
    1. Review and Approve September 2023 Minutes (note we did not have quorum at the October meeting so were not able to approve Sept. minutes and do not have Oct. minutes as it was not an official meeting)
  • Planning Board members approved September 2023 Minutes
  1. Status of Planning Board Members, New Members, and Vacant Roles 
  • Seeking members to volunteer for co-chair and secretary roles
  1. New Business
    1. Discussion of possible redevelopment scenarios for Cheverly Professional Buildings
  • Properties are zoned CGO and owned through a family trust
    • CGO allows for higher intensity mixed-use development
  • Greater Cheverly Sector Plan envisions potential redevelopment of parcels
    • Sector Plan Policy LU7 recommends encouraging infill development on commercial properties, encouraging development that is pedestrian oriented, and strengthening the connection to MD-202
    • Sector Plan Policy EP 1 recommends activating parking lots through community activities, creating a retail node, and coordinating with Hospital Hill
    • Sector Plan Policy UD 2 recommends increasing visibility/connectivity into Cheverly and Hospital Hill, and includes potential scenarios for Cheverly Professional Building redevelopment that considers removing the slip lane
  • Chuck Porcari confirmed that Hospital Hill redevelopment team would be happy to coordinate with property
  • Laila Riazi mentioned that we need to consider the relationship of future traffic associated with Hospital Hill and the adjacent church, and that there’s an opportunity for height at this location
  • Fred Price mentioned the need to consider bus stops with any future development, and also shared the importance of the history of black doctors in the 60’s which could be an opportunity for public art in Cheverly
  • Jeremy commented on the multiple benefits that could be created by removing the slip lane, and also improving the environment along MD-202
  • Meeting participants discussed the importance of preserving the Cheverly gateway sign 
 
  1. Development Projects Following
    1. Hospital Hill Redevelopment
  • Chuck Porcari reported that the abatement and demolition process will start in the next couple of weeks (public roads will remain open)
    • Abatement and demolition will be complete by the end of 2024
    • Vertical construction of phase 1 will start in mid-2025 and be completed in 2026 –the overall project will be completed by 2030
  • There will be another Cheverly community meeting before submittal of the Preliminary Site Plan in December
 
  1. Other topics
    1. Aimee will follow-up with Town on the status of 6201 State Street
    2. Joyce will follow-up with WMATA on Cheverly Metro Station improvements scope and timeline
    3. Laila is interested in following-up with 711 on façade/green infrastructure improvements
