Trail Connections:
 
Metro feasibility study- 2019-06-10-final-Cheverly-metro-access-feasibility-report document reviewed. 
 
  • The trail running along 50 is not ideal - fig 8 on pg 16 reviewed. This figure includes an orange line which is a good option. Potential connections from old high school property through beaver dam park would be an asset. Pepco right away allows visibility which is ideal. The option shown in blue would be a very isolated trail which is problematic.

  • The challenge with this route is mostly private property. The Town is in the best position to work with the state to determine ultimate feasibility with road agencies.  MD769 and 52nd Ave is a state road along with Kenilworth. Repurposed roads, street trees, cutting curbs, etc. would be a very challenging trail project due to the regulatory environment. High costs of moving utilities. Policy wise the state wants more trails though so it’s not impossible. But there is not currently a safe way to cross Kenilworth Ave. Another challenge of this design is maintenance. The Town will likely have to maintain the trail. 
 
  • Newton Route - Margaret brought up another route that would be a good option to evaluate further. Many residents already do this route to commute and bike which includes leaving Cheverly to the north on Cheverly Ave and connection through Newton St. 
 
What are the steps that the Town could take to implement trail connections?
 
  1. Explore possible routes in field (directness, property ownership, slopes and buildability)
  2. Develop 10-30% design layout (done with help from MNCPPC Planning Dept)
  3. Identify Project Manager, demonstrate Town support
  4. Constitute a project team/committee
  5. Determine property ownership and identity contacts for each entity. A. Contact public and private property owners. B. Discuss issues and possibilities C. Develop partnerships (formal if possible) 
  6. Fund additional design work, hire a design/engineering consultant
  7. Secure formal approvals and permits and agreements 
 
There is a County program with a small budget for municipal assistance program which Cheverly should investigate. The Trolley Trail extension in Hyattsville is a similar undertaking which requested assistance through the State bikeways program), which could be another option.
 
Hospital Hill Site Feedback:
 
Dylan requested feedback from the PB regarding the Hospital Hill site, including considerations that we’d like included in the developer RFP. This is needed by Friday (or late Thursday) and should include gaps that we would like to see filled by RDA. 
 
Claybrick Road:
 
No definite venue for opposition but Mayor and Council do not think that this proposal will benefit the Town and County.
