Town Meeting Minutes
October 8, 2020
 
 
Call to order
Meeting called to order at 8:00 pm via Zoom.
 
In attendance: Mayor Riazi, Council Members Radloff, Watson, Bryner, Munyeneh, Garcia, and Fry. Staff: Town Administrator – Dylan O. Galloway, Director of Public Works -  Steve Brayman, Chief of Police - Jarod J. Towers, and Town Clerk - TC Hegeman.

Approval of Agenda: CM Fry, seconded by CM Bryner. Approved unanimously.
 
Approval of Minutes: CM Radloff, seconded by CM Bryner. Approved unanimously.
 
Committee Reports
Green Infrastructure Committee Shelia Salo 6301 Kilmer Park Survey is here. Neighborhood Design Center (NDC) wants to hear your thoughts for Kilmer Park. You can access the survey at www.greencheverly.org.
 
Cheverly Day Committee Megan Daly looking forward to Cheverly Day and some sort of parade. 2021 will be Cheverly’s 90th Anniversary. It is also the year of the Cicada Crunch. Volunteers welcome, please email us at Cheverlyday@gmail.com. We meet the third Wednesday of every month.
 
Planning Board CM Radloff recapped the meeting on Tuesday where they discussed the hotel site, craftsman building and hospital hill.
 
Town Administrator Report gave his bi-weekly COVID-19 report. He discussed Angela Alsobrooks announcement, youth sports online registration, Halloween activities, the Blood Drive and Flu Clinic on Friday. Mr. Galloway gave a brief WSSC update on the September 10 storm and WSSC will present at the October Worksession. He gave a Census update and spoke about the new Town Attorneys, Jason DeLoach and Todd Pounds of Alexander and Cleaver, and the Food Giveaway at Boyd Park.
 
Police Report Chief Towers discussed the new trailer purchased with COVID funds, nighttime burglary suspect, and Domestic Violence Month. He also explained the crime report statistics and informed Mayor and Council that moving forward the crime report will be given quarterly instead on monthly. He is also working on creating an organization called the Cheverly Community Chaplains of all the pastors, rabbi’s and others from every background that are available to meet with us quarterly. Chief Towers is hoping this will be a resource for residents and officers who have experienced something traumatic and they can call 24/7 for assistance.
 
Public Works Report Director Brayman discussed sidewalk repairs, the September storm, relighting of the Cheverly sign at 202, holiday trash schedule, leaf schedule and fall tree planting. He also elaborated on the Budget Amendment request for $100,00 to be reallocated from one account to another account to use for storm drains, sidewalks, roads, curbs, and gutters.
 
Motion to Adopt Budget Amendment as Described Transferring $100,000.00 from 01-12-8110 to 01-09-9090: CM Watson, seconded by CM Radloff. Approved unanimously.
 
Third Reader of the Juneteenth and Indigenous People’s Day Ordinance.
 
Motion to Approve Town of Cheverly Ordinance 0-03-20: CM Munyeneh, seconded by CM Garcia. Approved unanimously.
 
Juneteenth will now be a paid holiday for town employees.
 
Second Reader of Non-Citizen Voting Charter Amendment. Mayor Riazi read the top portion of the Charter Amendment. Mayor Wojahn of College Park and Mayor Miles of Mount Rainier spoke in favor of the Charter Amendment.
 
Review of the September 10 Storm Mayor Riazi discussed the storm and its impact on residents as well as recovery efforts.
 
Traffic Calming Decision
Cheverly Oak Court - Director Brayman explained the results of the traffic study and listed four recommendations. CM Fry spoke about her concerns as well as those of the residents in her ward.
The recommendations are:
1. Increase the size of the stop sign
2. Install an advance stop waring sign
3. Install wider stop bars
4. Police enforcement
 
Motion to Accept the Recommendation of Staff to Include Items 2, 3, and 4 as First Tier Approach with a Relook in Six Months: CM Fry, seconded by CM Watson. Approved unanimously.
 
Dewey Street - Director Brayman explained the results of the traffic study. The threshold of speeding that necessitates a speed hump installation was not reached. He recommended based on the results of the study that no traffic calming devises be installed at this time however, two speed limit signs should be installed on the street.
 
CM Watson spoke about his concerns as well as those of the residents in his ward.
 
Motion for Placement of Speed Trailer and Two Speed Limit Signs: CM Watson, seconded CM Fry. Approved unanimously.
Update on USPS  – Mayor Riazi gave an update on municipality concerns such as late delivery of mail, miss delivery of packages and mail, miss delivery of newsletters, mail not being delivered if the postal carrier is sick or on vacation, etc. We should be getting contact information for Hyattsville so we can follow up.

CM Watson reminded Mayor Riazi about the Prologis appeal disputing the sub-division for Washington Gateway Project. CM Watson also suggested for a future discussion Metro Rail and Metro Bus (and possibly The Bus) service cuts and the need for a meeting about annexation.
 
Mayor and Council Announcements
Mayor November 1 the virtual celebration of Juneteenth, Halloween reminder, complete the census at www.2020census.gov or call 1-844-330-2020, and this is a Market weekend.
