1.  Call to Order
2.  Pledge of Allegiance
3.  Approval of Agenda
4.  Approval of Minutes (March 11, 2021, March 25, 2021)
5.  Ward 1 Vacancy Appointment* – Mayor and Council will listen to Ward 1 candidates for 3 – 5 minutes and then vote to fill the Ward 1 council member position.
6.  Swearing in of Ward One Councilmember – Mayor Riazi will formally swear in the Councilmember for Ward One. The newly sworn Councilmember will immediately be seated.
7.  Resident Input - Public comment period. All comments are limited to 3 minutes. Residents are asked to please state name and ward.
8.  Committee Reports

9.   Board of Elections Update -- The Board of Elections will give an overview of the upcoming  May 3, 2021 election.
10. Ward 2 Election Judge Resolution*- Mayor Riazi will discuss the adoption of a Resolution pertaining to the May 2021 Elections. The Resolution is for the replacement of the Ward 2 Election Judge.
11.  Kilmer Park Final Concept Plan* – Mayor and Council will vote on the adoption of the Final Concept Park Plan for 6301 Kilmer St.
12.  Independent Police Complaints Board* Town Administrator Galloway will present Mayor and Council with a contract from consultant Ganesha Martin. Ms. Martin will inform the Council  on the next steps of forming the independent complaints board.
13.  Town Administrator Report – Administrator Galloway will provide a report to the Mayor and Council regarding the status of Town operations as well as a summary of actions taken under the  COVID-19 state of emergency.
14.  Police Report - Chief Towers will give monthly report.
15.  Public Works Report – Director Brayman will give monthly report.
16.  Arbor Day Proclamation* – Director Brayman will provide a brief presentation.
17.  Rules and Procedures Adoption* – Mayor and Council will adopt rules of procedure to take effect beginning with the April 2021 Worksession.
18.  Staff Compensation* - Mayor and Council will propose additional staff compensation, recognizing the individual and collective dedication and leadership shown by our Town staff throughout the time of increased need under COVID-19.
19.  Budget Amendment* – Mayor and Council will vote on budget amendment to award staff compensation.
20.  Constant Yield Decision* – The Mayor and Council will discuss and determine whether to exceed constant yield.
21.  Draft Budget Review - Administrator Galloway, Town Treasurer Friesen, and Department Leadership will present a draft FY2022 budget to Mayor and Council.
22.  Review of April Worksession agenda and future requests - Mayor and Town Administrator will offer a forecast of the April M&C Worksession agenda. Mayor will request that Council recognize budget season priorities for the April Worksession.
