Planning Board Meeting Minutes: 12/3/19

1. November meeting minutes approved. 
2. Updates from Laila provided by Margaret:
PB presentation to Council: To be scheduled in early 2020. Potential for Council to attend monthly PB meeting. Goal is to give an overview of PB and GI Committee and discuss items that Council can assist with. 
Walden Sierra status: Town submitting letter to District 47 representative stating that we aren’t coordinating with developer because they haven’t been responsive/good partners.
 
Kilmer Park status: Plan on kicking off concept design effort with Neighborhood Design Center in February or March.
 
Status of County’s Small Cell aesthetic guidelines: The Town’s guidelines will be the standard. The PB should compare the Town’s guidelines with the County’s to see if there are items that the Town should adopt. Megan was nominated to lead the comparison (and Joyce can help).
 
Royal Farms along 201: Margaret will follow-up with Laila to see if we received the DSP for review and comment (out of curiosity). We want to be sure that we are receiving these for developments in the future.
 
495 and 270 P3: There is a mayor’s meeting on 12/18, which Laila plans on attending. The meeting agenda does not include the BW Parkway.
 
3. Zoning re-write:
 
The PB discussed areas in Cheverly impacted by the re-write, as well as the upcoming community meeting on 12/10.
 
Countywide, the re-write proposes consolidating existing zone designations and assigning new zone designations to simplify the naming system. Through this process the underlying zoning requirements stay the same for 95% of the County. There are a few exceptions to this, where a Sector Plan was recently completed (like Cheverly). For Cheverly, the County tried to reflect recommendations in the 2018 Sector Plan when identifying new zone designations.
 
The PB feels that the changes that the County is proposing at the Hospital Center (CGO zone) and Hoyer (LTO-c zone) meet aspirations in the Sector Plan, allowing for mixed use and higher density development.  
 
The PB needs more clarification on why the two lots between Beecher, 57th, and Tuxedo were not included in the LTO-c zone (since they are currently zoned MUI) as part of the re-write. The PB wants to have as much flexibly as possible for future TOD development fronting Tuxedo, as recommended in the Sector Plan.
 
The PB thinks that park land (particularly publically owned park land), should be designated as ROS (Euclid, Town Park, Gast Park, etc.).
 
The PB thinks that there may be an opportunity to extend the LTO-c zone to include the World Recycling site.

The PB plans on synthesizing zoning re-write feedback from the 12/10 community meeting and preparing recommendations.
