Call to order
Meeting called to order at 7:03 pm via Zoom.
 
In attendance: Chair, John LeGloahec, Supervisor Robin Kaye, Joseph Pruden.
                         Staff: Town Clerk - TC Hegeman.
 
Motion to Approve November 4, 2020 Minutes with Motion: Approved with complete motion from Mr. Pruden. Motion to Recommend to Mayor and Council not to have an additional Early Voting Day on Premises for the 2021 Election as Described in the Charter.
 
Mr. LeGloahec discussed the Non-Citizen Voting Charter Amendment. He also answered Councilmember Radloff’s question about military families stationed in Cheverly and their ability to vote in town elections. Mr. LeGloahec stated that they could vote in town elections even if they claimed residency in another state.
 
Mr. Pruden believed that the State of Maryland prohibits voting in elections in multiple states and suggested they check with the state to verify.
 
Ms. Kaye urged they move forward with Non-Citizen Voting planning regardless of the waiting period for a possible referendum. Mr. Pruden recommended that the registry be called a Town Registry versus a Non-Citizen Voting Registry.
 
The proposed Charter Amendments were discussed ahead of the Public Hearing scheduled for the following day, December 3.
  • Raise the number of election supervisors from 3 to 5.
  • Saturday Voting and /or Early Voting
  • Same Day Registration / Same Day Voting
  • Voting by Mail and/or expanding the Absentee process
The Board also spoke in detail about processes and procedural changes that must be made to implement the charter amendments. Also discussed the Absentee Ballot and the adjustments to the language necessary to reflect the charter changes.
 
Mr. LeGloahec detailed the timetable for Cheverly Municipal elections and the various dates and deadlines leading up to the election which will be on May 3, 2021.
 
Ms. Kaye recommended adding work session type meetings to address specific issues/concerns in addition to their regular meeting. All present agreed.
 
Ballot Boxes: Mr. Pruden did not have any new information to report. 
Letter: Ms. Kaye sent a draft letter to the other BoE members to review and will move forward with sending the letter out to other municipalities seeking insight into their process.
 
Mr. LeGloahec will share the Gmail credentials with the rest of the supervisors so they can send emails from the official Board of Elections account.
