Meeting called to order at 8:00 pm in the Cheverly Community Center.

Town Administrator’s Report

Mr. Warrington no report.

Chief’s Report

Chief Robshaw first I want to thank everyone who came to the Crime Meeting.  The turnout was about 100 people.  Information on our plan will be in the Newsletter.  You can go to our site and sign-up to be on your Ward’s team.  With this new plan, our 10 year run of CPACT which stands for Cheverly Police And Citizens Together is coming to a close.  Our new neighborhood watch program is called Team Cheverly.  We hope to address our manpower issues with the upcoming police academies.  Remember to sign up for your team at cheverlypolice.org.  

Mayor I couldn’t attend, but wanted you to know that I heard a lot of positive feedback about the meeting.  The only question I got was about the question that was asked about stop and frisk.  Could you talk about how that happens here?

Chief Robshaw a stop and frisk process is a constitutional process that occurs every day and the New York City model had problems.  Any police department must have common cause to stop somebody and subsequently frisk that person.  That person has to have committed a crime, is committing a crime or is about to commit a crime.  Basically, there is cause to stop this person.  The Supreme Court states that an Officer must have reasonable or particular suspicion to pat down, not search, a person for a weapon.  In court the Officer must be able to articulate that reasonable or particular suspicion to justify this action.

CM Ivey a constituent of mine told me about an incident last night on Cheverly Avenue and I wanted to know if you have an update?

Chief Robshaw no, the circumstances are currently pending indictment, so I cannot discuss it at this time.  It hasn’t even been presented to the State’s Attorney yet.  If there are witnesses I would like them to contact me, so I can provide additional evidence to the State’s Attorney.

CM Eldridge going back to Team Cheverly, are you planning another round of Street Meets this year?  

Chief Robshaw yes, and we will be working that through Team Cheverly.  I will suspect when the weather gets better and I will be contacting Councilmembers.  

Mayor we are going into the budget season and we are now providing LEOPS and I want you and the police to know that they are a valued member of our community.  

Recreation Council

Barbara Pejokovich the next Rec Council meeting will be Tuesday, the 27th at 7pm.   We will be discussing the Easter Egg Hunt on the 31st at 11 o’clock.  Bring a basket or plastic bag.  Everybody gets a goody bag.  The Flea Market will be on April 7th.   I only have 2 tables left for reservation so call for one at 301-773-5883.  We will be giving out 3 $500 scholarships which are funded by the Flea Market.  You can apply by contact Judy Deleonibus301-641-5104.  Everything is in the Town Newsletter.

Green Infrastructure Committee

Mayor they were here Monday and they worked on the bump-out proposal and they are working on a meadow proposal down by Magruder Springs Park.

Cheverly Day Committee

Mayor we had a meeting and it was great.  We are making progress.  We would like to focus on Cheverly talent since we have a lot of talent in the Town.  We are reaching out for help to fix and prepare some of the Cheverly Day items at Kilmer Street Park garage.  If you know of a food truck, please have them contact me.   We have lost the web talent on our team and we are looking for a savvy college student or someone.  We pay about $500.
Planning Board Report

CM Eldridge the Planning Board talked about the proposed development on Addison Road.  This went from 2,000 dwelling units and is now about 600 units.  They have recommended supporting the proposal with a few requests like a trail to the Cheverly Metro.  
Mayor the North Englewood people want more commercial area on the property.  The County did approve it this morning.  

Citizen Input

Ms. Hester Graves I live in Ward 4.  I don’t know what rights minors have in Maryland.  I was present as a courtesy to an interview with a minor.  I have a lot of questions about interviewing a minor.  I believe a minor should have a trusted adult to stop an interview with a minor if the adult feels uncomfortable, as was I.  What could be done in the future to make a minor feel comfortable when talking to the police?  This is unchartered waters, since the nation as a whole cannot figure this out.  I will write in as a follow-up.

Budget Adjustment – Town Hall Security

Mr. Warrington the new FOB system is 80% done, but the 1972 lobby doors are giving us issues regarding the magnet system needed for those doors.  We are asking for a budget adjustment to replace the doors in the lobby to make them function.  We were asked to price out installing a mechanical opening on the side door, which was $5,000.  We have broken out two motions with and without the mechanical opening.

CM MacKenzie I thought we were only going to do the side door and only 2 front doors.

Mr. Warrington I am recommending doing all of for the aesthetics and for function.  We have had the replacement of the doors in our CIP portion of the budget for the past 10 years, but we have not gotten to it.

Mayor we are now in a financial position to make improvements and upgrade the doors.

•     CM MacKenzie Motion to make a budget adjustment in the amount of $36,500 for doors and a mechanical opening device. Seconded CM Stewart.  Approved 5-0.

Mayor and Council Announcements


CM Ivey this Saturday, March 10th please come to the American Legion to support the American Legion to see a performance at 7:30 and if you come at 6 you can get dinner which is $10 per person and $20 at the door.

CM MacKenzie the Cheverly Parent Resource Center is starting a new program of having an open gym hour from 10-11:30 here in the gym.  Come and get to know your neighbor.

CM Stewart there is a special concert coming to CUMC this Sunday at 5:30 pm it is going to be a wonderful concert.  Next Thursday is the CUMC fish fry dinner at 5:30 at St. Ambrose.

Mayor the Worksession will have the following items: Three year budget strategy, a potential bamboo policy and an Update on Cheverly Booms.
