Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs, Riazi, Stewart, and Daly.

Chief’s Report

No Report

Town Administrator’s Report

Mr. Warrington the Chief asked that I mention that the Public Safety Day operation will be held on September 15th.  There will be food, fun and a good chance to interact with the Department beginning at 5:30pm.  On September 18th we will be dedicating our stage with a home grown talent show featuring Cheverly talent.  Bring your family, lawn chair or blanket and we are shooting for 4pm.  We are waiting for the asphalt contractor for WSSC to come and mill and pave.  We will not allow voluntary cutting of the street after it is paved for 18 months.  We ask patience for those residents on the side streets as Cheverly Avenue residents will not be allowed to park on Cheverly Avenue during this operation.  Regarding anyone who smells gas, call Washington Gas.  

Recreation Council

No report.

Green Infrastructure Committee

Mayor we have 5 stormwater projects going on in Town right now and there is a lot of work going on and that is the storm tax at work in our town.

Cheverly Day Committee

CM Daly Cheverly Day Committee is taking a hiatus for the month of August and we are picking a date to meet in September and we are looking for more volunteers.  We are looking for a marketing person, which has a small stipend and we are looking for an apprentice for our midway manager.  We are always looking for ideas to make it better, please join us and go to the Cheverly Day website.      
 
Planning Board Report

Mayor the Planning Board did have a quorum and we did meet.  The Cheverly Sector Plan is moving forward.  This has been a great interactive process.  

Citizen Input

Grant Request Cheverly Parent Resource Center

Ms. Laura Freese we have been fundraising for Spellman Elementary School Supply Drive and we have applied for additional funds through your grant program and part of this will go into the Principal’s Lunch Fund as well.  We are requesting $500 in addition to the $800 we have already raised.

CM Daly I would like to know that if others want to contribute, how would they do that?

Ms. Freese we will accept additional supplies at anytime. We will also be at the community market.  We will also take monetary donations and we have a website where you can contribute via the CheverlyParent.org. and CPRC is a tax deductible entity.

CM Stewart I would like to make a motion to match the $800 raised by the CPRC.

CM Riazi I appreciate the motion in that regard, but I would personally trust what CPRC has requested.  I want to keep the money available for other organizations and the CPRC other needs.

Mayor noted that no one organization can ask for more than $2,000 during the year.  Therefore, the CPRC would still have $1,200 available for future requests.

Ms. Freese we can use the funding at Spellman, but whatever you decide will be fine.

  • CM Stewart motion to approve a matching grant in the amount of $800 to the amount already collected for the Spellman School Supply Drive. CM Rodgers seconded. Approved 4-0 by roll call. CM Riazi abstained. Mayor cast the fourth affirmative vote.

Second Reading O-5-16 Amending the Personnel Section

Mr. Warrington this is a housekeeping item where we have found that our Code does not reflect our actual practices and the COMAR State of Maryland requirements, which we do follow in practice.  The State sets the standards for how we handle our Workers Compensation Claims and we have been in compliance, but our Code needs to be brought up to date.

Adoption O-4-16 Amending the Noise Ordinance

Mr. Warrington this is an amendment to our Noise Ordinance that changes the period between warnings from 7 days to 90 days.  The way the current law reads, you could wait until the eighth day after a warning, create noise and again get another warning.  The Mayor and Council believe that after a warning you should stay in compliance for at least another 90 days.  It will be up for adoption at the next Town Meeting.

  • CM  Rodgers motion to adopt O-4-16 amending the Noise Ordinance for a 90 day compliance period. CM Daly seconded. Approved 4-0.
Mayor and Council Announcements

CM Daly the town has decided that it is time to get a strategy for our website and social media network and we are looking for volunteers.  

CM Riazi I want to make sure everyone knows that there is a market this weekend.  Second, the Ramirez’ are collecting donations this weekend for the people displaced in Silver Spring this weekend.  You can drop that off at 5828 Dewey Street.  Cheverly Village has been training volunteers and is still in need of volunteer coordinators one day every couple of weeks.  Go to cheverlyvillage.org.

CM Rodgers yesterday one of the tenants wants to know what to do with a cat problem.  With all the cats you may have 20 cats following you to the car.

Mayor  noted that if you trap a cat you can call PG County Animal Control.  Animal cat supporters prefer trap, neuter and release.  They can call Public Works for a trap.

Mayor  The agenda for the Worksession coming up will include:  Grant Request from the Cheverly Weekday Nursery, Discussion of the Medical Terrace Church, CM Coolen and CM Riazi will talk about the cutting of trees, Theft from Autos, a non-conforming use for Adult Entertainment near Fairmount Heights just outside of our borders, raised crosswalk at Tremont and Lockwood
