Meeting Minutes
    September 8, 2016

Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs, Coolen, Daly and Eldridge

  • CM  motion excuse CM Riazi and CM Steward. CM   seconded. Approved 4-0. Mayor cast the fourth affirmative vote.
Chief’s Report

Chief Robshaw just a couple things as our Public Safety Day is next Thursday in Town Park.  It will be bigger and better this year.  We have a lot more demonstrations and a much harder obstacle course.  We have 20 police agencies participating. The new digital radio system is fully operational now and has eliminated all dead spots. Hopefully next month we will have a new crime map that will accumulate stats for the entire year.  We have two recruits in the academy as we strive to get to full staffing.  We are working on a future meeting with perspectives from the police and citizens regarding policing and police work

Town Administrator’s Report

Mr. Warrington we noted that a port a john has been dropped at the Legion which should tell us that either paving or the stormwater work at the Legion will begin soon.  We have started our paving project on Forest Road that will include the installation of two raised crosswalks.  This should take about 3 weeks.   

Recreation Council

No report.

Green Infrastructure Committee

Mayor I did not attend the meeting and all I will say is that they have been part of the advisory committee to the Cheverly Sector Plan.  They are always looking for members so please consider joining.  We are pretty excited about all of the stormwater projects being done in our community.

Cheverly Day Committee

CM Daly Cheverly Day Committee probably won’t meet this month.  We have stipend position for media, social media and graphic design.  Please reach out to me.  Our next meeting will be in October to getting ready to next year and then start up in January.  It is a parade year.
Planning Board Report

Mayor the Planning Board did have a quorum and we did meet.  The Cheverly Sector Plan is moving forward.  This has been a great interactive process.  We have an advisory board that has provided input into the process.  We have a potential buyer of the industrial park property and we have spoken about support for the easement for the bike trail.  The Town submitted a letter regarding the Tropicana Restaurant regarding our opposition regarding the parking exception.  On September 12th we will be re-presenting our position regarding Wal-Mart.

Citizen Input

Mr. Fred Price, Jr. Ward 4 I would like to see paving from the end of Cheverly Avenue to the Cheverly Metro.  I get the feeling that our Planning Board and Town are more focused on the north side of Town rather than on the south side of Town.  The folks on the Sheriff Road of Marblewood are now on the Cheverly side of that road due to the clean-up.

Ms. Constance Akechi I just had a hearing at the County for my restaurant Tropicana Grill.  I am going to plea with the community to help me run my business and I will be in compliance with your rules and regulations and will be an addition to the Town.  I need the Board to help me run this business to help me support my family.

Ms. Dana Jenkins and I live in Ward 4.  I was an individual that received a ticket and I am extremely disgusted by that, but the vehicle that was issued a violation was in front of the house it is registered to and there was no warning.  This was the first time this vehicle has been issued a ticket on August 24th.  I think a warning should have been issued.  I don’t this is fair.  I do realize that it was in violation, we just did not know.  

Adoption O-5-16 Amending the Personnel Section

Mr. Warrington this is a housekeeping item where we have found that our Code does not reflect our actual practices and the COMAR State of Maryland requirements, which we do follow in practice.  The State sets the standards for how we handle our Workers Compensation Claims and we have been in compliance, but our Code needs to be brought up to date.

  • CM Eldridge motion to approve O-5-16 Amending the Personnel Section. CM Coolen seconded. Approved 4-0. Mayor cast the fourth affirmative vote.
Mayor and Council Announcements

CM Daly the newsletter is out so please read it and we are looking for volunteers to help us with our social media outreach.  We are need people to help us with this and join us.  

CM Coolen there is a market coming up so please come out and shop. This falls flea market is not going to happen as Ms. Pejokovich is in a cast.  I wish her the best of luck on healing.  

CM Eldridge the kids are back in school and I appreciate people being careful.  We are looking for more people to help with the Turkey Trot in Cheverly, please reach out to me.  It is a great event and helps the Capital area food bank and Spellman..

Mayor  The agenda for the Worksession coming up will include: Discussion of the Medical Terrace Church, we will talk about the cutting of trees, and talk about a tree inventory and plan, Theft from Autos, raised crosswalk at Tremont and Lockwood
