The Cheverly Police Department's Photo Enforcement Unit handles inquiries/concerns for all Red-Light, Speed, and Parking citations issued by the Cheverly Police Department. The unit is responsible for the review and issuance of all Red-Light and Speed Camera citations, as well as the payment and processing, including court scheduling, for all Red-Light, Speed, and Parking Citations. The unit is open Monday - Friday (except federally recognized holidays) from 9:00AM to 5:00PM. Cash, Check, and Money Order payments are accepted in the station for all citations. Credit/Debit card payments are ONLY accepted for Red-Light and Speed camera citations. The unit only processes card payments in person at the station, with a valid ID. Over the phone payments must be made through the citations' designated phone payment numbers. The applicable card processing fee will be applied at the time of all card payments.

The 2014 S The Speed Monitoring Reform Act of 2014 requires a local jurisdiction with a Speed Camera Program to designate an ombudsman to investigate and respond to questions and concerns about the local jurisdiction’s speed monitoring system program.
The ombudsman shall review a citation generated by a speed monitoring system if the person who received the citation requests review before the deadline for contesting liability under the speed monitoring systems statute. If the ombudsman determines that the citation is an erroneous violation, the ombudsman shall void the citation.

But I was Making a Right Turn...

Beginning in December 2011, Cheverly began issuing Red Traffic Signal Photo Enforcement Citations to motorists who fail to stop prior to making a Right Turn on Red at the intersection of Landover Road (MD202) & Kilmer Street.  Many motorists have been issued citations for failing to stop for the Red Traffic Signal when making a right turn on red.  

Maryland Motor Vehicle Law §21.202:  Steady Indication Traffic Lights
(h)(1)(i)  Vehicular Traffic Shall Stop at the Near Side of the intersection.  
1.  At a clearly marked stop line;
2.  If there is no clearly marked stop line, before entering any crosswalk; or
3.  If there is no crosswalk, before entering the intersection.  
(i):  Unless a sign prohibiting a turn is in place, vehicular traffic facing a steady red signal, after stopping as required by subsection (h) of this section, cautiously may enter the intersection and make the turn indicated by the sign.
(j):  If a sign permitting any other turn is in place, vehicular traffic facing a steady red signal, after stopping as required by subsection (h) of this section, cautiously may enter the intersection and make the turn indicated by the sign.    
(k)  In each instance, vehicular traffic described in subsections (i) and (j) of this section shall yield the right-of-way to any pedestrian lawfully within an adjacent crosswalk and to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard.

Many motorists are driving through the Red Traffic Signal without regard for pedestrians who may be walking in the crosswalk.  Many motorists believe the following are excuses for contesting these citations:  
  • There is not a sign “No Turn on Red”
  • “I made a legal right turn”
  • “I turned right to go home”
  • “No Sign”
  • “Right Hand Turn at Light”
Motorists are NOT getting a citation BECAUSE he or she turned right—the motorist is a getting a citation FOR FAILING TO STOP FOR A RED TRAFFIC SIGNAL.   Vehicles MUST come to a complete stop on a Red Traffic Signal PRIOR to the first STOP BAR/LINE before making a right turn.

If a motorist has received a Red Traffic Signal violation, it is strongly urged you visit the website at  Enter your Citation number and your PIN to view images of the violation, as well as a video of each event.  The video will be used as evidence in court.  

The images all contain crucial information on the data bar atop each image.  
  • For example the first image denotes a close-up of the violator’s tag number.  
  • The second image shows the vehicle’s speed as it traveled through the Red Traffic Signal; the time of violation; the date of violation; location code; duration of Amber light; Duration of Time Into Red Signal; Violation Number; Speed Limit and Lane Position.  The second image does not depict the vehicle as being stopped.  It merely depicts the placement of the vehicle’s front tires at the time the light was red.  If the light has turned red and the vehicle’s front tires are prior to the first stop bar/line, the event is captured.  No images/violations are captured for vehicles traveling through a green or amber light.
  • The third image depicts the placement of the vehicle’s back tires.  Once all four tires have crossed the first stop bar/line, that motorist has then illegally driven through the red traffic signal, even if the vehicle has stopped in the crosswalk or is making a right turn.  Please be aware that a motorist MUST stop prior to the first stop bar/line, which is the line preceding the crosswalk.  The crosswalk is delineated by two additional white lines.
