Planning Board
What We Do

The Planning Board (The Board) is a volunteer board of citizens of Cheverly who are approved and appointed by The Town Council (The Council). The Board serves in an advisory role to The Council on various projects related to planning and development and other planning related matters affecting the Town of Cheverly that come before The Council. The Board also actively makes recommendations to The Council for planning and development matters that positively impact the citizens of Cheverly. Neither The Council nor The Board have control over zoning matters. Zoning issues are a county-level activity.

The Board meets on the first Tuesday of every month at 7:30 PM at Town Hall. Meetings are typically 90 minutes long and all meetings are open to the public. We encourage citizens to participate by attending these meetings and various countywide†hearings that impact our town. We also invite citizens to join The Board and add their†perspective on planning board issues.

Note: This board was preceded by the Cheverly Development Committee that functioned in the late 1980s & early 1990s.

Who We Are

Chad Clay has lived in Cheverly for five years with his wife, Nancy, and their two sons. He has served on the planning board for three years. Chad is a consultant with a small management consulting firm based in Arlington, Virginia. Prior to joining this firm, he worked in international development in Central Asia, with a telecommunications company in Seattle, Washington, and was in the United States Navy for four years. Chad graduated from The University of Notre Dame in 1995 where he received his Bachelor of Arts degree in Psychology and a Concentration in International Peace Studies. He received his MBA from the University of Virginia in 2002.

Abel Olivo has over 10 years experience in federal and state level government affairs. His career has focused on the housing and financial services sectors. He holds a bachelors degree from The Ohio State University. Abel and his wife, Aimee, have resided in Cheverly since 2004 and have two sons.

Paivi Spoon has lived in Cheverly and worked for Prince George's County since 1988.  As an expert professional in planning, infrastructure, financial management, and the environment, she has been the Executive's liaison to several regional agencies, and served as a Board Member of the DC Water and Sewer Authority. She has held positions at the Prime Minister's Office and the Ministry of the Interior in Finland, the Nordic Council of Governments, and the United States Air Force (Reserves). Born and raised in Finland, she received her Bachelor of Social Sciences from the Umea Universitet, in Sweden, and Master of Public Policy from the University of Maryland. Ms. Spoon is a long-term member of the Town of Cheverly Planning Board, and president of the Maryland Planning Commissioners Association. She is a founding member and director of the Finnish-American Chamber of Commerce -- Washington, and Friends of Lower Beaverdam Creek, as well as Leadership Prince George's. Her hobbies include architecture, construction, and traveling.

Jeremy Coon has over 15 years experience in domestic and international economic development. He served in the Peace Corps in Paraguay and holds a bachelor's degree from Boston University and graduate degrees from Tulane University. Jeremy has been a resident of Cheverly since the spring of 2007.

Margaret MacDonnell has been a Cheverly resident since 2002 and lives with her husband and two children. She has a master's degree in Social Work and has centered her career on services to refugee, immigrant, and trafficked children. Her work has included managing a national training and technical assistance program, performing program planning and design, conducting research and evaluation, and grants management.

Hubert Guest and his wife, Barbara, have been residents of Cheverly for 18 years. Mr. Guest is a retired public administrator with a background in Architecture and City Planning. He served as the Deputy Director/Treasurer of the Neighborhood Reinvestment Corporation, a congressionally chartered non-profit during the 1990s. Mr. Guest was Assistant City Manager for economic development and planning for the City of Hartford, Connecticut. For 20 years, he served in various positions with the City of Cincinnati, Ohio - Director of City Planning, Director of Building and Inspections, Zoning Hearing Examiner, Coordinator of the Community Development Block Grant, and Director of the Cities Model Cities Program. With a BA degree in Architecture/Kansas State and a Master's degree in Community Planning from the University of Cincinnati, Mr. Guest has served on the Board of Directors of the National Civic League and chair of the Alliance for National Renewal. Along with his active participation on the Town's Planning Board, Mr. Guest is a member of the Board at Prince George's Hospital Center.

The Planning Board's Town Council Liaison is Councilmember RJ Eldridge.
